We need to co-design the policy with all the agents of the quadruple helix.

The lack of a shared vision among all the actors involved makes it difficult to implement policies that respond to the real needs of the territory. There is also a lack of co-design of policies with the participation of all the agents of the quadruple helix (government, industry, academia and civil society), setting limits on the effectiveness and sustainability of the actions taken.
